I was surprised at how much I enjoyed this harem series. Not a big fan of this recent trend of have sequels be a theatrical film. Would have preferred an actual Season 2 with 12-13 or 24-25 episodes but oh well

Same, but I was wondering if that was also going allow them to push the envelope a little further than they have already.

I think the issue here is how the plot of the LN is structured. The author calls volumes 1-4 "season 1" of the novels, while volume 5 is an "interlude". In fact, the last chapter of that volume is titled "season 2 prologue", and is meant to set up the main plotline of the following volumes. Volume 6 then ends in a cliffhanger.
The point is, going further than volume 4 would lead to the anime ending with unresolved plot points, if not in an actual cliffhanger. You know, like the one in volume 3/episode 12, meaning they couldn't just end it there either. It had to be an adaptation of four volumes.

Yeah the fact that they refer to it as episodes 13-17 probably means that it's less of a "real" movie and more that they couldn't fit those into the time slot.
