So is this like Kaiju No. 8 where she can turn into a Kaiju or is it more like that Anne Hathaway movie where she controls a Kaiju with her movements?

Neither, really (at least as far as I read, I haven't caught up in a while). It's more like she has a dog that she can semi control. Gaea-tima protects her and will listen to her to an extent but he is just a massive kaiju so while he's on her side and tries not to hurt people, there's a risk of casualties in the fight.
It's a fun manga with some great action scenes so I hope a good studio is working on it, and they don't rely on really lousy CG for the kaiju.
