I'm looking for a specific type of anime. I see it now and then as parts of other series, but wondering if theres anything that has more of it. Essentially I'm looking for some anime thats set in a bit city, but doesnt revolve around mechas or robots or boomers or such. Almost like just life in a city, obviously with a story between people and everything, but not about futuristic hyper-action... I've got enough of that at the moment Similar to Ghost in the Shell, where the city was almost a character. I just love what anime can do with some great scenery. It can even be less metropolis like cities, rural or seaside towns and stuff. A bit of action is fine, but nothing too larger-than-life you know....
Maybe i'll go on a bit and ask for any recommendations of anime that has great looking and great atmospheric scenery, the setting for the story.
Probably pretty broad, but thanks for any help!

Well, if you are indeed looking for anime where the story is partly defined by the suroundings, then I suggest the following:
Haibane Renmei: Nothing stressful or aggressive in this series, but it is a very good little series where the characters are 'caged' within the walled boundary of their little town. It has very 'true-to-life' emotions, and a very nice story about 'letting go, so that you can move on'.
Wasted 13: The 3rd Patlabor movie (which, coincidentally is not about Patlabors) is a detective story set in a dark and murky metropolitan background.
Witch Hunter Robin: While it does have elements of magic and similar elements, the artistic mood is very 'dirty' and mysterious.
Gad-guard: Although, I was originally put off by the charater designs, the background animation and feel is fabulous. I would compare the backround textures as something Bebop-esque. Not a particularly fast paced story, but interesting none-the-less.
Boogiepop: Ok, this one may not quite fit your requirements for a tangible setting, but I believe that the audio of this series more than makes up for it. I would rate Boogiepop as the most impressive audio of any anime. The music brings a layer of tangible emotion that gives the dreary, 'plain' charaters designs a completely different dimension.

Hmm. Something in a city, but not futuristic eh?
Well, I know of a show that takes place in a Japanese city, has no mechs that I've seen thus far, and isn't futuristic.
Unfortunately, I don't think there's a story either. It's got a lot of off the wall comedy, a really loud and shrill main character (in the dub anyway), and makes fun of other anime.
If you're willing to go with something a little less typical, you could try Excel Saga. "Wacky" is the only word I can think of that would properly describe it. Yeah, wacky...

Someday Dreamer just might be what your looking for. Though the main character is from a small town, the entire story takes place in Tokyo. It is a world where magic is real and regulated by bureaucracy, but it's mostly about the characters with a heavy use of the city as a backdrop.

You mentioned you liked Ghost In The Shell because the city is almost a character. If thats the case I would suggest some more of Mamouri Oshii's work such as Patlabor 1 and 2. I know you said you didn't want anything futuristic dealing with meacha's ect but although the Patlabor movies deal with mecha's the idea is approached in a very realistic way. The movies are less about the mecha's and more about the group of characters. Just as in GITS Oshii really brings his city(in this case Tokyo)to life through his directing. There are scenes in which there is no speech or action and the veiwer is given a chance to admire the detail put into the backgrounds. A remember in an interveiw Oshii said that factor he considers most important when making a movie is the setting and background,he rated that above the story and characters.

Try Metropolis although it is somewhat futuristic, but more in the way people of the 1930's might imagine the future.

I had thought of Patlabor 1 as well. After all it's more about the people and has really beautiful city shots.

Grr... How could I forget to mention this one?
If you want something that looks nice (art and animation) and is off the wall, with good music, and a short amount of episodes, go for Furi Kuri/Fooly Cooly/FLCL.
The only thing that may seems futuristic/mechish is the fact of robots popping out of the main character's forehead every now and then. But, you do get a lot of cookiness.

OMG FOOLY COOLY is GREAT! really even if this is not the specific kind you are looking for it is still worth seeing if you have not already... It is a "funny" show at best but still very good...The only bad thing about it is there is only like 6 shows but all of them worth seeing... You Mean where else can you see a robot "poop" out a kid Or a gaint come out of a kids head?!?!?! huh? huh? can't answer that can you.....thought so

From the sounds of it, it looks like you're looking for a show that's just.. well.. natural, and not necessarily all about the "action" or the "setting." Here's a couple suggestions:
FLCL: Yeah, definitely. While there's a huge deal of insanity and some crazy robots (coming out of heads, no less), the actual plot and story really revolves around the characters, themselves, and their relations with each other. Action / Drama / Comedy / Drugs?!.
Kare Kano: Same idea, but with less insanity. Honest to goodness down-home character-driven storylines. You can relate to every character and every situation they get into. Drama / Romance.

Yes, I'd recommend kare kano as well... I think it's great and everything about it seems scarily-real to me.
I would also recommend Maison Ikkoku, because it's set in a big city (don't remember if it's Tokyo) and its main focus is directed towards the interaction between the main character and the other tenants of the Maison Ikkoku. (apartment house)
It's easily the most incredibly realistic story I've ever seen in anime or manga.
I honestly cannot imagine anything being more realistic.
