The Pokémon Company held the contest from November 12 to December 25 to celebrate the 15th anniversary of the first Pokémon game. A 100-level Rayquaza will be given as a free present to fans in the Japanese DS edition of the Pokémon Black and White games from February 10-27.

The contest was patterned after the "general elections" made popular by the all-female idol group AKB48.
