I'm trying to find some series that I think might 18 yr old sister would enjoy. I'm thinking probably something with strong female characters that doesn't take too long to develop. Any suggestion would be appreciated.
This is what she has seen.

Although it takes a bit of time to develop, I would recommend The Twelve Kingdoms for your sister. It features a female lead who isn't too 'weak' to start off with, and she clearly grows into someone stronger. It has passing similarities to Fushigi Yuugi (taken to another world that's China-like, animosity between the two 'normal' female characters, etc), although it's a more serious show, and from what I've seen, it seems to accomplish a bit more than FY did.
Another one that I often end up recommending is Revolutionary Girl Utena. You can either see this as a weird shoujo anime, or something incredibly deep. Either way, there is usually something enjoyable in it. It has comedy, drama, tragedy, suspense, deceit, etc. It has a rather beautiful art style, although it does have a tendency to reuse cels in certain parts of the show. The basic premise is that when young, Utena met a prince who comforted her after the death of her parents. This prince left a strong impression on her, and made her decide to become a prince herself. Years later the ring that he gave her leads her to Ohtori Academy where the student council members engage in duels to possess the Rose Bride as well as try to obtain the power to revolutionalize the world. Utena with her desire to 'protect' and be a prince is drug into the duels, and the story ensues from there.
I will also mention that I recommend to see the television series first, not the movie. It's just usually for the best. Also, this is another long series. It has periods of time which are devoted solely to character development of side characters, so it does take a little time for the overall plot to develop. However, many people seem to latch onto these side characters, so this may not be terribly problematic at all.

I second Mylene's Twelve Kingdoms recommendation. It would probably be perfect for her. Your sister's favorites and likes seem to indicate she likes a mix of relationship development and action and doesn't mind eccentric characters, so Last Exile would probably be perfect for her as well. Vision of Escaflowne might be a good choice for her also.

I see she likes Outlaw Star so I would say a solid choice would be Angel Links. This is actually a spinoff of Outlaw Star. I have not gotten around to seeing the series myself. So I cannot testify as to how true it is to the original concept. Though from what I understand it is set in the same universe.
So if she liked Outlaw Star there is a good chance she will enjoy the spinoff from it.

I must agree on Twelve Kingdoms being a perfect fit for your sister, hopeful. I showed it to my (adult) sister and she loved it, and her tastes aren't too different from your sister's.
Another one somewhat in the same vein that she might go for is Otogi Zoshi, which has recently come out in box set form. That one's much more ground in Japanese history but does feature a female lead, great character designs, and a nice mix of action, drama, romance, and mysticism.
Kiddy Grade would be another solid choice. It's very similar in style to Outlaw Star, albeit with better production values and a bit more depth (which might not be apparent at first, but it's there). It's one of those series that starts out light-hearted and gradually gets more serious.
If she likes Gunslinger Girls then she might also go for female assassin series like Noir or Madlax, but you might want to sample those first. (If she likes one then she'll like the other.)

If your sister liked Fushigi Yugi, she might like Ceres by the same Manga-ka as FY (Yuu Watase). This is about Aya Mikage. She turns 16 and her life goes to hell. She finds out that she has a seperate being inside of her who can take over her body and morph it. The being, Ceres, has a serious hatred for the Mikage family especially Aya's twin Aki, who has some serious...emotional/physical feelings towards Ceres and Aya. There is also Toya, Aya's love of her life, who also has his own issues towards the Mikage and Aya. Again, very good, humorous (you may like Alex Howell - anime fan boy ), there is also murder, rape and betrayals of family and trust. Tissue recommended.
Hope that you find something your sister likes!

I would agree on Ceres. My sister isn't really into Anime too much, but got turned onto Fruits Basket and Fushigi Yuugi in college, and now now just finished watching Ceres.
Something about the character designs turns me off (looks like boy-love to my untrained eye), but she keeps raving about it.

Normally shojou makes me apprehensive but there is a series that can appeal to both guys and girls that is shojou I recommend my very very first anime: Vision of Escaflowne.
It has everything, plot twists, romance(I detest romance), action, mecha, nice length of 26 episodes and so forth. I suggest renting it.
Inuyasha is good for both genders as well. It has elements of horror, romance, etc. But its very long and full of filler, watch at your own risk.
Thats all I can think of at the moment.
