Lets be clear, the underscored part is your hypothesis, it is not a fact. Anno can do whatever the hell he wants with the 4th movie, including rebooting, remaking, make Asuka marry, have Ritsuko and Misato in a lesbian relationship, have Shinji give the middle finger to the audience etc... He might even transform the 4th movie into comedy central.

There were a few storyboards and art pieces at exhibitions in the last years showcasing ideas for Evangelion. The community suspects that while Anno was working on Godzilla, some behind the stage work was progressing on 4.0 - so late 2018 is a possible window. |
