When they first announced this offline version, didn't they say they were gonna release that internationally? Or am I misremembering?
Because where is that release?

They never stated or hinted at that. |
Not quite true! Some of us remember! While it wasn't a promise or anything definitive, we were very surely told that they would like to bring X to the west, and that it might have to be an offline version if they did.
When the offline version was announced a bit later, everyone who remembered that interview assumed that localization must have been part of the roadmap, and it was a bit of a gut punch that their attitude ever since has been that it will never be localized.
