Not sure where they got this but the voice banks have always been seperate from the core. Several different companies have sold different voice banks based on Volcoloid 2.

Yes, but they all came with the Vocaloid Editor. Now they only come with a simplified editor and the bigger editor sold separately.
I'm not really sure how I feel about this, but perhaps the Vocaloids themselves (the voice banks) will be cheaper?
