I was under the impression that pubic hair was okay and actually used to get lesser censorship (don't need a mosaic when important bits are covered in hair).

Gunbuster had a scene that briefly showed pubic hair, but subsequent releases of it removed it (you briefly see it when Noriko stands up to get out of the bath, with edited versions merely cutting the scene a split second earlier). I had heard this was because of a negative fan reaction. Having pubic hair is apparently seen as detracting from the purity of a character, and we all know how hung up otaku can be on purity.

Should also be noted that the movie Kinsey starring Liam Neeson was allowed to be released in Japan without censoring any genitals.

I can't imagine most Western fans are clamoring for more pubic hair in their hentai or fan service but there's probably some. I'm sure you could find pubic hair on some danbooru if you really wanted.

As I recall, this quirk of hentai anime even got a brief mention in CPM's hilarious "they really are all 18" video, that has the stamp of legal all over it, that they used to include on their hentai releases.

A very amusing but informative answer. When I saw this article I thought the question was about why in anime female breasts are often drawn without nipples.

I am not a huge fan of showing breasts in anime, but when they are shown, please have the courtesy of including nipples. Not even the "uncensored" BDs of Cross Ange (a show heavily reliant on sexuality and fanservice) have nipples; that is mind boggling.

Anime characters obviously have public hair, though.

Nipples, like pubic hair, is the line between censored and uncensored breasts, but unlike the pubic hair, it seems to be the line most everywhere on breasts. It is odd they would not include nipples even in the uncensored version. I don't generally buy anime that have uncensored version but from what I have seen online, they tend to be diligent in putting in the nipples. Maybe they didn't have nipples so they wouldn't have to make an uncensored and censored version of the breasts. Plus, nipples in and of themselves are not much to look at. I mean to be anatomically correct, they should be included, but I have never thought "Gosh, I really want to see their nipples".
