I often see people who do nothing but drinking and smoking outside for hours and do nothing to entertain themselves.

There should be no problem with having an anime addressing alcoholism. Anime is generally more mature than American cartoons anyway. Whether it sells, is another matter entirely.

Absolutely. Not just because it's a social problem that needs to be talked about and represented more, but also because how it's presented needs some variety. It's almost always 'thing people have lots of fun doing' and 'absolutely unacceptable to have so much as a sip before your 20th birthday'. There are exceptions, of course, but very few and far between.
