Considering Meiling was an anime only character and that this anime is based on the manga sequel, I doubt that.

Not in the manga, and the OVA already retcons the changes made to the anime adaptation so nah.

anybody noticed they only left out Rika,who was voiced by the late Tomoko Kawakami?I guess they don't want to replace her...

One of the first anime's directors said in a recent Animedia interview that the new series will be linked to the previous series & second movie while the recent OAD was a separate thing and not linked at all so Meiling returning could be possible.

Still, if Meilin is going to be in it, you'd at least think she'd have appeared in promotional material by now right? Kind of doubtful here. Even if it's true I doubt it would matter much since (includes spoilers for Clear Card) spoiler[Meilin didn't matter all that much in the long run in the anime. Heck, she even got the boot just in time for Yue's final test fore pete's sake. Also. Sakura is loses her ability to use the Sakura Cards in the new series, and this would include all the ones exclusive to the anime.]
