Don't know how you can have a new character for a show that is already in the can. Is this some sort of remake or reissue that is going to have new content?

I'm sure any deal that Funimation had with them expired between movies since they were ten years apart.

They’re making a new prequel short film that will be included on the Blu-ray for 3.0+1.0

Great! I've been waiting for this!
Earlier, Anno mentioned they had enough material for a 4th film in between 3 and 3+1. Though he had no intention of directing it himself.
I guess this prologue short is related to that idea. Looks good!

Hopefully the domestic release will have it as well and that will be it. I just want to get the final film and finally finish the set on my shelf.

Say about milking what you want, but people DO want more content for their favorite franchises - silent majority is real.
It wouldn't surprise me if we got Neon Genesis Evangelion: Iron Maiden anime for instance.
Evangelion isn't going anywhere.

I'm just wondering when/if we'll ever see the final film at this point.
It surprises me there haven't been adaptations of any of the other EVA manga spinoffs yet.

Can we stop beating a dead horse? All those movies didn't bring anything new or interesting to the franchise. Note that I could say the same for "Fafner", or all those comics movies/remakes/reboots.
I'd by far prefer that they'd concentrate on series for which the ending was not yet converted into anime, like Haykyu!!, Hikaru no Go, Space Brothers, ...

Down with that. Or hell, even expanding on the daily lives of ordinary people in Tokyo-3, like the Neon Genesis IMPACTS short, or something.

Did they bring anything new or interesting? No. Did they make a ton of money? Hell yeah.
I'm pretty sure they weren't created to bring something new to the franchise anyway, it's just that Evangelion will always be a reliable cash cow until the generation of otaku, for whom it was a formative experience and who would buy air if it came in an Eva-themed bottle, eventually dies out. (Thing is, of course, it would be possible to to do that in a creative way, but I guess why put in all that effort if people will buy it anyway? Just slap on a new cute girl, and be done with it.)
