Are we misusing the word roguelike, because I'm pretty that's not what the word means. It's a horse racing sim. That is a real game genre.

for some reason people of today think "roguelike" now means "has random variables"

UmaMusme has a Twitch Drops campaign so it incentives streamers to stream it for views until the campaign ends at the very least. It's pretty clear they don't care about the game at all given they skip all the story and dialog and just treat it as "silly horse girl lol japan so crazy" They'll move on once the fad ends and they can't profit off it anymore.

I couldn't figure out why this suddenly got so popular when the anime came out years ago, but I hadn't realized that the game part never got an English release until now. They definitely missed out on some bank there.

This is a game with roguelike elements; you start a run by picking two legacy veteran horses (i.e. horses you've already finished training) to inspire your current horse, so their stats and skills from their own runs can be inherited by your current horse. You can (with multiple layers of randomness factored in) directly influence your next horse's run by making deliberate choices during your current run.

I feel as though Japan misread the My Little Pony craze, though not necessarily in a bad way.

Yes, we are. Assuming you mean literally everyone by that "we," because the vast and overwhelming majority of roguelikes bear very little resemblance to Rogue.

It would be more accurate to say "it has a rougelike like elements" but I guess it's an ok shorthand for an article that is not fully focused on the gameplay aspect.
It is interesting though that even though the design lineage didn't come from roguelikes be it classic or modern, it's more from raising sims, it results in similar elements and appeal. A some sort of game design carcinization.
While I've heard about the game from a long time, it is surprising to me how casual friendly it is. I think a lot of modern gacha games play it safe by following Hoyoverse formula, low whale ceiling, but also low skill ceiling with little competitive elements. It encourages moderate IAP from more players but kinda screws over no/low IAP as content are designed with the assumption of moderate spender, but Cygames have their own formula which is in a way more casual friendly, high whale ceiling, but also high skill ceiling with competitive elements. The high skill ceiling makes no/low IAP players with high skill can compete with high IAP players with low skill, but it really encourages players with high skill to whale so they can have both, but conversely the high whale ceiling makes them able to be charitable with currencies, and the average content is designed with no IAP so casuals who don't care for competitive elements are satisfied enough. It's harder to balance so I don't really see the design other from Cygames.
And how streamable it is definitely in its favor too.
