The name of the manga-ka in question is Ono Koshi, who seems to belong to Sideranch, a company which produces manga.
Anime News Network has used a Famitsū article and a Sakurai's Twitter post as the sources for the ANN article. Except the photo of the cover art of the manga shows us the name of the manga-ka, the Famitsū article and the Sakurai's Twitter post seem not to mention the name of the manga-ka. An ITmedia article on the manga about Sakurai has mentioned the name of the manga-ka in the text, though.
There are exceptions like the Manga Japanese History's having been drawn by Ishinomori Shōtarō (with his assistant Sugar Satō), but educational manga are often drawn by manga-ka who are equivalent to something like 'minor leaguers'.
