......what's even wrong with it?
It's cheap, yes, but it's pretty typical "motion comic" animation to me. It's fair to say it's low-budget and limited, but how is it "bad"?

For some having a lack of animation (or even simply limited animation) automatically makes it impossible to enjoy in any fashion, & is just as bad a poor animation. I don't necessarily agree with that assessment, as there is an art & style to this kind of stuff as well, but I can see why some might feel this way, especially if they got into anime primarily via titles renown for their fluid & high-quality animation.
