I remember they were planning on making it a 3 ep OVA, what happened to the 3rd episode? It's a really good anime, and I hate to see it end unfinished.

That there would ever be a third episode seems to have been nothing more than a rumor, as I can find no reliable source stating that a third episode was ever planned. Everything that I can find suggests that the OVA was planned and made episode-by-episode and sites claiming to anticipate a third episode were just engaging in wishful thinking.
Generally speaking, if nothing is listed about something like this in the news links on our Encyclopedia page then no reliable information exists about it.

From what little I know about it, there are three light novel volumes. They only animated the first one and the last one. So unless the Adventures of Juuzawa Juu somehow gets translated into English, we'll never really know what happens in between the two episodes. Also, I'm pretty sure That Juuzawa actually does end up dead after being pushed onto the road by the girl who was obsessed with 'Happiness Points'. And that makes me laugh a lot. It was a great short OVA series, but it's too bad that the Kurenai author didn't make any more of it.

It's ironic that I was not a fan of Kurenai, didn't really like the way the anime paced, and felt the characters were kind of meh. But I enjoyed Denpa a lot, and it was the one that got cancelled

Don't take my word for it but it seems to me it got replaced with the Kurenai OVA on BrainBase's to do list and never got made if it was planned at all. It came out around the same time a 3rd episode of Denpa was due. I can't really complain though since episode 2 was a decent if not ideal place to wrap it up, and I thoroughly enjoy Kurenai as well. I would love for there to be more of both of them at some point.

i do believe it was cancelled like people have said, missing out the second volume of the LNs, although i thought it was cancelled early on, since they released the third then the Kurenai OVA on the scheduled release of the third DTnK OVA, which ended up being released early
great shame though, was a very good OVA series, kinda hope they do some sort of Ghost In The Shell style original series way down the line, although GiTS was a major movie release so could garner that kind of future release, sadly DTnK is a relatively unknown OVA series and probably won't
