the cell games saga has been out for a couple of years then i saw the cell games released again and the saiyaman saga already came out and i read its being relaesed again y are they doing this

Uhh, correct me if I'm wrong, but there's only been one release of the Cell Games, and that's been the two-volume starter set and the remaining seven individual volumes. Great Saiyaman also hasn't seen a DVD release yet, and has only just recently made it's way to DVD.
