Koyama Mami voiced Arale-chan for Dr. Slump: Arale-chan and the series that took over its timeslot, Dragon Ball. Both series had nearly the exact same production staff with Okazaki Minoru as series director, Maeda Minoru as character designer and chief animation supervisor and Kikuchi Shunsuke as music composer. The writers, episode directors and animation supervisors all carried over mostly, too. It's really fascinating to see how many of the most senior directors at Toei Animation rose from being assistants directors on Dr. Slump to episode directors and series directors across the five Toriyama Akira animated series that aired during the 7PM Wednesday timeslot.

I'm so happy that Mami Koyama is returning to Dragon Ball ! (Possibly as Launch in the future ?)
And I do trust Akira Toriyama on this one... Maybe we'll finaly have our answer if Penguin Village is in the same universe of Goku.
And yes, Arale returning to Dragon Ball is so nostalgic as a crossover Very Happy

Funimation's going to regret not getting Dr. Slump and dubbing it. On second thought, they probably won't, because DB fans will buy Super regardless.

Humm, we had already confirmation that they are indeed in the same universe! In a long time really. Have you not read Dragon Ball manga and/or anime? Because Goku and General Blue go to Penguin Village. And yes, that was canon!
