This is probably the case as Goenitz is one of the four Heavenly Kings of Orochi and makes his first appearance as the final boss of KoF '96. He has nothing to do with the NESTS arc. Igniz is the leader of NESTS.

Yeah, this looks like it will just skip KoF '95 (except for Iori's introduction) and adapt the KoF '96 storyline. They'd be crazy not to adapt the rest of the Orochi saga, which is much more popular than the NESTS one.
