So if I'm understanding this right, I need to watch Mystery of Mamo, Woman Called Fujiko Mine, and all the Takeshi Koike-directed movies and OVAs before I watch this one.
I mean, it looks cool but this feels like a Marvel-sized amount of movie homework.

I'm not sure why you'd want to watch a Koike Lupin film but you wouldn't want to watch previous Koike Lupin films. If you haven't seen any of them, then they're all equally "a new Koike Lupin film" to you; that wouldn't change whether you watched the first or the newest.
I've never understood this kind of thinking, honestly.

You can skip the show if you want, these are not directly connected to it. Just the same characters and same designs, Koike did not direct that show so I consider it a different storyline personally. This movie is a finale on the Koike OVAs so it makes sense to watch all of those and the OVAs reference Mamo in the first one so knowing who he is helps.
Sure it's not as easy as jumping into this, but it's far from being a Marvel-sized anything. It's 4 OVAs that came out over 10 years and a movie from the 70s. I imagine you could start on these, and if you like them finish them up before this would be easy to see in the US.

Yeah, I wouldn't really characterize it as "homework." More, you'll get more out of this new thing if you're also familiar with these old things, which is really just... how most long-running media series operate.
It's especially weird in the context of Lupin as this is one of the most episodic and lore-apathetic franchises out there. I haven't seen a single entry in this franchise, in any format, that didn't work perfectly well as a totally standalone experience. This isn't exactly a complicated set of characters or relationships, yeah? And as the review points out, the relevant information from the past Koike entries here... is reintroduced at the beginning. Those kinds of recaps exist very specifically for people who haven't seen (or who have forgotten) those details from the past.

Only thing to wonder about at this point is if TMS USA will actually dub it with their Koikeverse cast given recent events (more so on the Conan side of things but they also did nothing with Lupin Zero).

I saw and loved the Zenigata feature. I’m really hoping somebody licenses this movie and that and brings it over here soon. Koike Lupin is some of the best Lupin material in the entire series.

Dare I ask what happened? Did they have some falling out with Bang Zoom or Discotek?

The first 3 OVAs are in my backlog and I've been eyeing them on my shelf recently, so I'm happy to learn that their story isn't finished so I can hold off!
Guess I'm holding off until I can watch this (and the Zenigata prequel) first. Hopefully Discotek will bring it home =)
Probably won't watch Mamo unless it's really essential...

They had Studio Nano recently redub select episodes of early Conan for Netflix instead of the Bang Zoom cast which had consistently dubbed the movies.

most of these are short OVAs, combined they're less than a normal anime season and they are pretty amazing, dont get the whole "oh no i need to watch previous entries for the finale?" its like saying "Oh darn it you need to tell me I need to watch all previous seasons of Demon Slayer before the FINAL season? this sucks" lol

Yeah, but the thing about Lupin is that you DON'T have to watch all the previous seasons of the show, or previous movies or OVA's, to enjoy any given one. It's always been very episodic and self-contained for such a long-running franchise. To me it's just surprising that they seem to have changed that, especially for a franchise that has been avoiding that sort of thing for 50 years.

It doesn't avoid it, it just hasn't indulged it too often in relation to the sheer volume of Lupin material out there.
Part II's very first episode revolves around the return of the villain from Part I's very first episode. The other Mamo (the time traveller) has made multiple appearances. The pyrokenetic hitman Pycal got his very own OVA for his return "Return of Pycal". Part 5 has a lot of characters from various TV movies and episodes showing up. And you've got things like "Green Vs Red" and "Is Lupin Still Burning" that are even more indulgent reference festivals.
