Despite looking like a split case, Akira NISHIMURA (西村 晃 for the seiyuu) is actually 0 persons as all three credits belong to persons already existing in ANN:

西村 晃 (1963) Doggie March (movie) as Killer the tiger (http://en.tezuka.co.jp/anime/sakuhin/mv/mv003.html, HTTP-401; better: his Wikipedia page)
西村 晃 (1974) Jack to Mame no Ki (movie) as 不思議を売る男 (http://rinzan.hp.infoseek.co.jp/tsu/into/jack.htm)
(hide all credits) This is the current owner of the entry (under a wrong name).

Note that ANN also has a person named Kou NISHIMURA (2 staff credits for Key Animation) that might be renamed to "NISHIMURA Kô (animator)" according to ANN's naming standard, then leading to "NISHIMURA Kô (seiyuu)" for the voice actor; this would make it more difficult for contributors to assign cast credits to the staff person and vice versa.

The Tezuka site has moved to http://tezukaosamu.net/, with the English site at http://tezukaosamu.net/en/index.html
The new English site has less pages for individual titles however; there is no page for Doggie March any more, but there is a page on the Japanese site at http://tezukaosamu.net/jp/anime/4.html (and the English page is available at archive.org)

不思議を売る男 translates as the "Man who sells [wonders|miracles|mysteries|marvels|curiosities]". In a non-fantasy setting "curiosities" would make sense, but I know nothing about the title in question.
不思議を売る男 is also the Japanese title of an English book by Geraldine McCaughrean called "A Pack of Lies" - this is clearly not a direct translation but seems to refer to the main character, who I understand from reviews is a teller of tall tales who works in an antiques shop and the title could be referring to either or both.. it actually sounds like an interesting book.
