Are they ever going to make a new Madoka anime or are they just going to keep milking all the merchandise and these spin off side projects? It's been five years now since the Rebellion movie.

Planning takes a while, and SHAFT has been booked on projects for a while. Urobuchi has re-expressed interest in writing Madoka after he said he was done, but he hasn't actually said anything about writing for it either.
A few SHAFT animators have been posting experimental animation test clips on their twitter involving Madoka characters, and the sudden influx of these have made people wonder if they're doing it because they like Madoka or because they're actually animating Madoka... but at this point, it's hard to tell, and is no actual indication of anything in the works.
The last official word we got was that concept trailer from the Madogatari exhibit. It'll likely happen, we just don't know when.
