click on "Forum Index" or "Anime News Network Forum Index" or "Forum" and then click on the top most item that says "Announcements & Teh Rules."

They're also shown to you when you register. This is the second time you've registered, how could you possibly miss them?

Since this has nothing to do with the Manga forum, I'm locking this thread.
