Neko no Shukai was very weird and didn't seem like something Shinkai would do.was pretty funny tho

Every September, and it lasts a week.

If you want to see everything you possibly can then I suggest volunteering to help out with the festival which will score you a pass to every screening and bunch of other stuff I never checked out. This has proven itself to me to be pretty sweet for three years, now, consecutively.
