Actually, Higuri announced quite some time back (the release of the final volume of the Gakuen Heaven manga earlier this year IIRC) that this manga would be published, as well as the setup--Itou Keita (the protagonist from the original series) is a teacher of a whole new group of pretty boys at BL Gakuen.
What likely happened is that the manga's release date was officially announced.

Aww, I was hoping for more anime but manga is always a nice start for more BL.
